History
The Malpas Parish Plan was prepared over a two-year period by the Malpas Parish Plan Steering Group, established in January 2005. The idea of parish plans grew out of the Government’s Rural White Paper in 2000. They are designed to help rural communities take action on issues that directly affect them and to influence the decisions made by other statutory bodies, which can have a direct effect at a local level. Changes in legislation mean that local planning authorities are required to produce Statements of Community Involvement.
The importance of this for Malpas is that there is a commitment to greater local involvement in the preparation, alteration and continuing review of Development Plan Documents, Supplementary Planning Documents and planning applications, developing a planning partnership at the local level. For the past two years the Steering Group has been gathering information from across the Malpas community and encouraging as many people as possible to participate in the Plan. The aim was to provide an objective appraisal of how people in Malpas see their community now, as well as their vision for its future development. During the preparation of the Plan the community has been asked to consider a wide range of economic, social and environmental aspects of Malpas.
Focus groups suggested topics for a comprehensive questionnaire which was distributed to all households, giving everyone the opportunity to comment on issues which affect their daily lives. However, there is no point in simply gathering information if it is not put to any use. The data collected has two purposes: to provide accurate information about the community (a village appraisal) and to provide an agenda for community action (an action plan) setting priorities and helping to target limited resources for the greatest benefit.

Implementation
After a lengthy review of the findings in 2008, the parish council published a ‘way forwards’ document and established working groups tasked with implementing the plan.
